For any report available for users in Content Services, the default open action will redirect the user to this report in the Viewing mode. In the case of Viewer-only users, they will only be able to use the Viewing mode for that report. If a user has rights to edit a document or has view rights to a document but has authoring capabilities on the Platform, it will be possible to switch between the Viewing mode and Query/Compose (the Authoring mode) as needed.
