Time is a specific, defined aspect of the data universe. By default, the visualizations will show the most recent time period of data (based on the time configuration in the query), but any previous time periods are also accessible simply by specifying a different selection.
Since Dataset year is included in the Time panel, it's part of the data universe.
The user can specify whether to apply time period(s) to the analysis by selecting Time in the Benchmark drop-down option.

With the Benchmark setting turned off (set to None), the user can choose not to use the dataset year as part of the data universe.
