Only Workspace Managers have the ability to delete a workspace. A workspace manager can be the person who created the workspace and/or a person who was granted the workspace manager role through the manage access option.

Safeguards exist to help ensure content items within the workspace are not accidentally deleted.
All content must be either moved out of the workspace or deleted prior to the workspace being deleted.
Attempting to delete a workspace before removing the content within it will produce a reminder message.
If the workspace has collections or lists, as long as they are empty, they will be deleted with the workspace, as long as no content items (e.g., saved reports) remain.
